Apollo did this years ago.  It was great, and the built a wonderful
source maintenance system on top of it.

The GNU O/S will let you put user-specified "filters" into the filesystem,
yes.  The design is pretty good.  (I heard Bushnell talk.)  This is
totally off-track, but the hurd design is a good one, and most of the unix
work is in the library and a few key servers.  The Hurd is really the
first real showcase for what the Mach folks thought their system would be
used for.
